On some systems (especially Windows Server OS versions) it may be necessary to give special permissions to the Spool\Printers folder depending on existing permissions.
1. Give full control to EVERYONE for the C:\Windows\System32\spool\PRINTERS folder.
2. If full control to EVERYONE is not possible, give full control to LOCAL SERVICE or LOCAL SYSTEM. The Print Spooler service would run under the LOCAL SYSTEM account. There may also be a secondary service running called printfilterpipelinesvc.exe which would run under the LOCAL SERVICE account.
