1. Port Speed. First of all, make sure you have your publisher connected to a USB 2.0 port.  See this article for details.

2. Drive Speed. Make sure your drive supports your high speed media.  The Pioneer 107 drive burns at a top speed of 8x for DVDs and 24x for CDs.  The Pioneer 108 drive burns at a top speed of 16x for DVDs and 32x for CDs.

3. Data Amount. The reason the 4x and 8x/12x/16x media finish burning in the same amount of time is because the amount of data you are burning is too small.  The drive never actually reaches 8x, 12x, or 16x speeds until about the 2 GB mark while burning a DVD.  If using 8x media, about halfway through a full DVD burn the drive steps up from 4x to 8x.  The drive does not maintain constant 8x speeds it only gets there after 2GB.  The same is true for 52x CD drives.  The difference with CD drives is that it starts at 16x and slowly ramps up to 52x speeds for the last 50 to 100 MB of a CD.  The DVD drive actually steps up from 4x to 8x.  Try a test burn of a full DVD on both media types to verify this fact or download Nero CD speed and test it.
